The structure was built by the State of New Jersey in 1999-2000 with the active involvement of the Borough of Red Bank and the Township of Middletown. Not only is it a beautiful structure, it was completed more than a month ahead of schedule and under budget, a remarkable feat of civil cooperation. It boasts two accessible walkways and bicycle paths, and is considered a model of context-sensitive design.
